Special Educational Needs Provision

National changes for Special Educational Needs and Disability (SEND) provision

As you may be aware, the Government has transformed the system for children and young people with special educational needs, including those with disabilities, so that services consistently support the best outcomes for them. The Children and Families Bill has extended the SEND system from 0 – 25 years and there are also changes to the way in which SEND is funded in schools.

Under the new Code of Practice which became statutory in September 2014, there will no longer be Statements of Education issued. Instead, any new referrals will be issued with an Education, Health and Care Plan (EHCP).

Devon County Council is now working on a plan for conversion of current Statements to the new EHCP. Current Statements will remain in place, until the full transition to the new system and this could take up until 2017.  In the meantime, nothing will change in terms of current Statements and each case will be reviewed individually.

In the new Code of Practice, School Action and School Action Plus status will be replaced by a single-school-based category for children receiving additional support. Within our school, we have developed this and will now categorise our provision as: Tier 1, 2 and 3. Identification, intervention and expected outcomes for these pupils will be monitored and reviewed regularly as they are now. IEPS remain statutory for Statemented children and so IEP reviews will continue if you have a child with a Statement.

The emphasis of this new national agenda is on quality first teaching and a targeted intervention model. Teachers, Sencos and parents will continue to work together to plan support and strategies for our children with additional needs.
